Tusiendekeze fitina katika kuteua wachezaji wa timu ya chuo.

"Panapo na riziki hapakosi fitina''huu ni msemo wa Kiswahili wenye maana ya kuwa popote panapokuwa na neema panakuwa na misuguano ya kimawazo ya hapa na pale, nimeanza kwa msemo kwa maana hii.

Katika uteuzi unaofanywa mara nyingi katika timu zetu za vyuo na hata pengine katika nchi panakuwa na migongano ama misuguano kutokana na viongozi kuchagua wachezaji wasiokuwa na uwezo/marafiki zao ili tu kupata chochote kitu toa  kwao..

Mathalani katika timu ya Chuo ya mpira wa miguu ya Tumaini,kumejaa urasimu mkubwa unaotokana  na urafiki na uzandiki uliojaa kwa viongozi,kuna wachezaji wameachwa na wana uwezo mkubwa wa kusakata"kabumbu" ila kutokana kutokuwa karibu na viongozi au ugeni wao katika timu ya Chuo ndio maana wameachwa au kusahaulikia.

Ninachofikiria kwamba tusije tukawa kichwa cha mwendawazimu huko wanakokwenda katika mashindano ya Vyuo Vikuu nchini(Shimivuta) yanayotarajiwa kuanza hivi karibuni Mkoani Tanga.

Kwa mtazamo wangu kuna timu ambazo zimejitayarisha vizuri kwa ajili ya kubeba vikombe na medali,kuna baaadhi vyuo vikosi vyao vinaundwa na wachezaji wanaochezea ligi kuu ya Tanzania Bara na madaraja mengine na sitaki kusema tutafanya vibaya ila tusije tukawa wasindikizaji.

Kutokana na ili swala tunaomba viongozi timu ya chuo ya Tumaini ya mpira wa miguu waliangalie kwa jicho la tatu ili siku moja tuwe mfano wa kuigwa katika tasnia ya michezo ya vyuo vikuu nchini.

Kila la kheri timu ya chuo cha Tumaini Iringa katika michezo yote mtakayo tuwakilisha katika mashindano hayo. Ni imani  yangu mtarudi na vikombe na baadhi ya medali toka mkoani humo. .

RAIS KIKWETE ATIA SAINI MUSWADA WA SHERIA YA MABADILIKO YA KATIBA YA MWAKA 2011


Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete leo, Jumanne, Novemba 29, 2011, ametia saini Muswada wa Sheria ya Mabadiliko ya Katiba ya Mwaka 2011. Hatua hiyo ya Mheshimiwa Rais kutia saini Muswada huo inakamilisha safari ya kutungwa kwa Sheria ya Mabadiliko ya Katiba ya Mwaka 2011 baada ya Bunge kuwa limepitisha Muswada huo uliowasilishwa na Serikali katika kikao kilichopita cha Bunge.Aidha, kutiwa saini kwa Muswada huo ili uwe Sheria ni hatua kubwa na muhimu katika safari ya kutungwa kwa Katiba mpya ya Tanzania kama ilivyoahidiwa na Mheshimiwa Rais Kikwete katika salamu zake za Mwaka Mpya kwa wananchi Desemba 31, mwaka jana, 2010. Pamoja na kutiwa saini hiyo bado Serikali itaendelea kusikiliza maoni na mawazo ya wadau na wananchi mbalimbali kuhusu namna ya kuboresha sheria hiyo. Hivyo, Mheshimiwa Rais Kikwete anatoa wito kwa mwananchi yoyote mwenye maoni ama mawazo ya namna ya kuboresha Sheria hiyo, ajisikie yuko huru kutoa maoni yake na Serikali itasilikiza na kuchukua hatua zipasazo.

CHADEMA WILL DIRECTLY SPEAK TO WANANCHI....


Secretary for opposition MPs,John Mnyika.
Members of Parliament for Chadema and NCCR-Mageuzi announced yesterday that they will no longer participate in the debate and passing of the Constitutional Review Bill, 2011 but will rather speak directly to wananchi.
Speaking to reporters here yesterday, Secretary for opposition MPs, John Mnyika said they will air their views concerning the bill straight to the public. He said they have requested the party to call an emergency central committee meeting to discuss the matter.
Mnyika said the party’s central committee will be held on Thursday. He added: “We have agreed to take the matter to the public court…so we have requested for support from the party because the matter requires political support.”
He said the opposition camp in parliament opposed the bill to be read for the second time because since it was translated in Kiswahili it has never been taken to the public for discussion. He said the central committee would decide on the steps to be taken by the camp.
He also requested President Jakaya Kikwete to stop the ongoing process since it is against the law and has violated parliamentary regulations.
Mnyika said they would not officially write to Speaker of the
National Assembly, Anna Makinda on their stand since they made it clear when presenting the opposition’s opinions on Monday when the bill was tabled in parliament for the second time.
He said early on Tuesday when asked to give opinions on Chadema’s decision to walk out of the parliament by Erasto Zambi, Mbozi East (CCM), the Speaker said she was unaware of the move, and thought they were going for breakfast.
“Our stand was read in parliament and is in the parliamentary records,” he said.
According to Mnyika, the opposition camp presented a motion to stop the Constitutional Review Bill, 2011 from being read for the second time and was supported by Chadema MPs. He said despite the move, Speaker Makinda wasn’t ready to allow voting within the house, and forced it to be tabled.
“We are not ready to participate in the exercise which violates the Constitution and parliamentary laws”, he noted.
Mhambwe legislator, Felix Mkosamali (NCCR-Mageuzi) clarified that all the party MPs are against the bill being read for the second time, but their two fellows decided to participate in the debate because they wanted to air their views through the parliament.

No loans for postgraduate law students, minister says

Deputy Minister for Constitutional and Legal Affairs Mathias Chikawe

The government has said that the Higher Education Students' Loans Board (HESLB) does not issue loans to students pursuing postgraduate law studies.
Deputy Minister for Constitutional and Legal Affairs Mathias Chikawe said parents and guardians were responsible for payment of school fees for postgraduates at the Law School.
He said the government through his ministry had been providing funds to Law School students and so far his ministry had offered loans to 1,396 students worth over 3bn/-.
He said the government would continue looking for a better way of financing students at the Law School.
Chikawe, however, advised MPs to propose law amendments to allow them to be provided with loans from HESLB.
Chikawe explained that law students going to work in courts had no reason to attend the Law School. He said the Law School was mainly for those who wanted to become advocates.
“It is not necessary for all graduates to attend a law school. This system is meant for those who want to become advocates,” he noted.
He said the idea of establishing the law school was brought to the government by Judge Bomani’s committee to ensure advocates were well trained.

TUTSo conducts voting Campaign for Mt. Kilimanjaro

Tumaini University Tourism Society, (TUTSo) is carry out a vigorous campaign to convince people to vote for Mount Kili­manjaro to be among the new sev­en natural wonders of the world.
The Switzerland based Com­pany dubbed as ‘New7Wonders’ which oversees the exercise list­ed Mount Kilimanjaro among the finalists of the new 7 wonders of nature whereas people can ei­ther vote online or by sending Small Message Service (SMS).
“We have been campaigning since the second of November for the mountain to be voted in. Our campaign will end on eleventh (11th) this month”, said Gothard Pagungile, the TUTSo president.
In fulfilling the mission, TUT­So has allocated some inter­net connected computers in the old library and a team that guides people to vote properly.
For the online voting, people can go to http;//www.new7­wonders.com/archives/won­der/Kilimanjaro to register the vote while for the SMS, one can a keyword KILI to number 15771 for all cellular networks.
Another option is voting by in­ternational telephone by dialing one of these international num­bers: +23 9220 1055 or +1 869 760 5990 or +1 649 339 8080 or +44 758 900 1290. When you dial at the end of the message, after a tone, insert the code 7716 for Kilimanjaro. When you here a thank you message you are done. Some phone companies in Tan­zania offer the service for free, while others charge up to Tshs 300/- per SMS. One can vote as many times as possible.
Pangungile said, even though the process began in June this year, at campus the exer­cise started early this month.
“We are encouraged that the campaign bares fruits because through the fliers and posters are persuaded to vote” said Pa­gungile adding that “In the first five days more than five hun­dred (500) people have voted”.
“I have voted to show patrio­tism to my country… if the mountain wins will attract more tourists to our country and earn us foreign currency” said Evance Bonephace (BACD 1).
However students expressed to face the challenged of balancing between class schedules and the task of accomplishing their mission to see Mount Kilimanjaro wins.

50 years of independence

The claims of student’s funds mis­appropriation facing the former TUSO –IUCo President John Juma Kanyolo is now under the hands of the Prevention and Combating of Corruption Bureau (PCCB).
PCCB is investigating the pos­sible misuse of money that forced the impeachment of the former TUSO-IUCo president as ex­posed by the then sucked Gen­eral Secretary Geoffrey Kunambi.
Speaking to Tumaini Weekly, the seating TUSO-IUCo President, Method Kagoma said PCCB are investigating the matter and have already started going through the documents related to the opera­tion of the National Microfinance Bank (NMB) and National Bank of Commerce (NMB) accounts.
“If you want more explanations you can consult the Speaker
 (TUS­ RC) since my office have given to them a go ahead to deal with the issue” explained President
The matter seems to take long to be resolved and some stu­dents are now raising question on why to date no any audi­tors report has been released.
The TUSRC Speaker, Henry Mwinuka told Tumaini Weekly that at University level, the mat­ter is at the office of the Deputy Provost Administration, Ordina­tion Mgongolwa for follow up.
“We wrote the letter via the Dean of Students, Rev.Oswald Ndelwa requesting that they should not give certificates to the alleged previous leaders but no any answer was so far given” lamented the Speaker.
The efforts by Tumaini Weekly to get explanations form the DPA was fruitless as he was not in office.

Let’s observe patriotism to lift up our development

Its fifty years since our county achieved independence from German. On 9, December 1961, Tanzania under the leadership of the late Mwl. Julius Nyerere became an independent country. The problem remained was un­derdevelopment, this was a result of colonial legacy to not only Tanzania but also other African countries.
We still have the challenge of lacking enough capital to run our schemes including agricultural schemes, but this should not discourage us with our mission in growing our economy. What we need is to know the ob­stacles of the development.
The illiteracy class is the one which is in a position to bring changes to the country. The most important things for the development of any county are accountability and patriotism. We as the educated class need to have love and respect to our country. These two, in the combination with personal morality will make the civil servants and the leaders to behave in accountability manner.
The dishonest practices like scam and corruption are the great enemies of our country’s economy. Many corruption cases have been experienced in our country; these are those which including the prominent leaders who are expected to mobilize strategic plans for sustained development.
We Tumaini University, the educational institution also have the great role to bring changes in our society as well as the whole nation. As we participated in the fifth independence exhibition in Iringa region, we need to make sure we bring positive changes in our society.
Tumaini University extends its branches and accredits its colleges to University status. This is very beneficial thing to the students, the staff and the whole country at large as it widens the chance to the people to attain high education.
The incensement of the educated people should also rise simultaneously with the spirit of patriotism to our societies and the country as well. Tu­maini University and its branches are therefore supposed to prepare the future leaders who will effectively be responsible to bring development to our country.
We believe that Tumaini is one of the universities in Tanzania that shapes the students to be good future leaders, but still there is a need to shape them in more patriotic manner. This will contribute to the termina­tion of the scam and dishonest in the government and its system as well.

Serikali haijatoa suluhisho la kudumu migomo elimu ya juu.

Malalamiko yanayoendelea kutolewa na wanafunzi wasomi wa vyuo vikuu mbalimbali hapa nchini ni dalili sio tu ya   wasomi hao kutokuridhishwa na hatua  zinazochukuliwa na serikali  katika kutatua changamoto  zinazowakabili  lakini pia  kushindwa vikali kwa serikali  iliyoko madarakani katika utekelezaji wa sera  zake kuhusu elimu  ya juu nchini.

Wote mtakubaliana na mimi kuwa wasomi wa vyuo vikuu nchini ni hazina kubwa sana kwa taifa la Tanzania  kwani hao ndio chimbuko la mawazo mapya na uelewa na  pia ni chazo  kikubwa sana cha maendeleo ya taifa. letu kwani  taifa bila wasomi ni sawa na  Gari  kubwa la mkaa litembealo njiani usiku bila  taa wakati wowote laweza gonga mti  au mwamba na kupinduka..

Matatizo yanayowakabili wanafunzi wasomi wa vyuo vikuu nchini  ni mengi  lakini leo nataka nizungumzie moja tu ambalo limekuwa changamoto kubwa  sana  kwa wasomi hawa  wa vyuo vikuu  na bado litaendelea kuwa changamoto yenye kuleta madhara makubwa  endapo serikali na mamlaka husika hazitawajibika ipasavyo kutafuta ufumbuzi na kulitatua kabisa tatizo hilo.

Swala la mikopo ya wanafunzi wa elimu ya juu nchini  limezua mjadala mzito sana  kwa wanafunzi  kwani  wasomi hao wamekuwa wakiiomba serikali iongeze fedha  za  mikopo  hususan fedha za kujkiimu wawapo vyuoni na pia  ada ikibidi..Kilio hiki cha wanachuo ni cha muda mrefu sana. na wengi   wamepoteza  masomo  kutokana na kushindwa kujikimu wenyewe kutokana na ugumu wa maisha  ambao kimsingi husababishwa na kupanda kwa gharama  za maisha .Bei ya bidhaa nchini inapanda kila kukicha na hivyo hata taasisi binafsi za elimu  zote pia inawalazimu kupandisha gharama za utoaji huduma.

Baada ya kilio cha muda mrefu  cha wasomi hawa kilichoambatana na  maandamano  na migomo kila kukicha serikali ikaanza walau kulifikiria na kuliangalia upya swala la mikopo na hatimaye kukiri kuwa  ni kweli ghrama za  maidha ya sasa si sawa na  kiwango cha fedha za kujikimu walichokuwa wanatoa  hadi hivi karibuni..Fedha ya kujikimu ya  mwanafunzi mmoja kwa siku ilikuwa ni shilingi za kitanzania elfu tano tu.Hivyo serikali kwa kuliona hilo,ikaamua kupandisha kiasi cha fedha hizo kutoka  shilingi elfu tano hadi elfu saba na  mia tano kwa siku ambapo imeongezeka  shilingi elfu mbili na mia tano tu ambayo imeanza kulipwa rasmi mwaka huu  wa masomo.

Hata hivyo  ongezelo la kutoka  shilingi elfu tano kwa siku hadi elfu  saba na mia tano halikuwa makubaliano kati  ya wanafunzi wa vyuo vikuu  kote nchini na serikali bali wasomi hao waliiomba serikali  kutokana na kupanda kwa gharama za maisha ongezeko la kutoka elfu tano hadi elfu kumi kwa siku.Hapa tunaona kuwa serikali haijatekeleza  wala  haijatoa suluhu bali imefanya kwa sehemu  tu kitu ambacho hakijawaridhisha wasomi hawa hata kidogo na ndio maana hata makala  za kuipongeza serikali  kwa utekelezaji huo hakuna!

Pamoja na kukubaliana na hali halisi ili kutopoteza wakati,wanafunzi wasomi  hawa wote wameamua kujikalia kimya huku wakijiliwaza  na kauli za wahenga kama vile, mvumiivu hula mbivu,na kwa ahadi za  seikali za tutafanya, basi wasomi hawa pia wanarejea  kwenye  kauli za wahenga kuwa  subira yavuta kheri.

Sasa tayari wanafunzi hawa wako vyuoni,  lakini badala ya kupungua maumivu ndio kwanza yameongezeka.Mamlaka iliyokabidhiwa dhamana ya  kushughulikia pesa za wanafunzi  ziwafikie kwa wakati yani Bodi ya mikopo ya wanafunzi wa elimu ya juu,(HSLB) inaonyesha kushindwa  kabisa kutekeleza jukumu lake,hali inayofunua hisia mpya kuwa kuna urasimu mkubwa ndani  ya chombo hicho cha serikali ambacho chenyewe pia kinatupa lawama kwa serikali  kwamba hatujapokea pesa kutoka serikalini.

Kutokana na kutokuwajibika kwa bodi ya mikopo na urasimu uliopo pamoja na rushwa iliyokithiri, serikali kutolichukulia uzito swala hili,madhara makubwa yanaendelea  kutokea,  ambapo mwaka huu takribani wanafunzi wapatao elfu kumi na nne wamekosa mkopo je watakwenda wapi wale watoto wa wakulima?

Kumeundwa bodi ndogo za mikopo vyuoni na serikali imetoa tamko kuwa  fedha za mikopo zitapelekwa vyuoni jambo ambalo ni kukiuka mkataba kati ya bodi ya mikopo na wanafunzi wanaoendelea  na  masomo kwa mwaka wa pili na kuendelea  kwa sababu  haukuwa hivyo.Fedha zilitakiwa zipelekwe  moja kwa moja kwenye akaunti za  wanafunzi wenyewe ili kuondoa  walau kwa sehemu tatizo la  ucheleweshaji wa fedha za kujikimu na ada kwa wanachuo hawa kwani baadhi ya vyuo wamekuwa wakichelewesha sana fedha za  kujikimu kwa wanafunzi.

Kumeibuka  hisia miongoni mwa wanafunzi wa baadhi ya vyuo  hapa nchini kuwa kuna vyuo  vikuu vinavyopewa kipaumbele  aidha kwa kuviogopa  au kwa namna yeyote ile ya kiupendeleo.Wasomi hawa wa wa vyuo baadhi wameilaumu mamlaka husika kwa kuchelewesha  fedha za vyuo vyao huku  huku wakihoji kwanini  vyuo vingine vipewe fedha kwa wakati na vingine visipewe kwa wakati?

Ni dhahiri kuwa serikali  kutokana  na kutojali na kutokulipa kipaumbele  swala  hili inashusha kiwango cha elimu nchini kwani migomo itaendelea kila kukicha na ndio maana hatukosei kabisa kusema kuwa  serikali itegemee migomo zaidi kwani  tatizo linazidi kuwa kubwa a badala ya kupungua.

Serikali haina budi  kulitizama upya  swala hili na kulitafutia ufumbuzi wa kudumu kama inavyohangaika na kuimarisha miundombinu ya barabara kuu nchini ambapo kwa kweli inafanya vizuri sana huko.

Aidha serikali   haina budi kuiwajibisha menejimenti ya bodi ya mikopo ya elimu ya juu nchini na kuhakikisha kuwa  inaunda menejimenti madhubuti ambayo itafasnya kazi  kwa umakini  mkubwa na kwa haki huku mamlaka iliyokabidhiwa dhamana ya kuzuia  na kupambana na rushwa  ikiwa karibu kabisa na hivyo kuzuia urasimu na rushwa ambayo kimsingi ndio chanzo  cha matatizo.

MUSA MAHUNDI KOCHA MPYA WA MPIRA WA MIGUU TUMAINI IRINGA

Kocha wa zamani wa klabu ya Polisi Iringa,Lipuli pamoja na timu ya Mkoa wa Iringa (Mkwawa Horeos),Musa Mahundi,amewasili jana katika kiwanja cha mpira wa miguu cha chuo kikuu cha Tumaini Iringa.

Mahundi,ameteuliwa na chuo kwa ajili ya kuisaidia timu katika mashindano ya vyuo vikuu nchini (Shimivuta),ambayo yanatarajiwa kuanza mnamo terehe 26 mwezi huu katika kiwanja cha Mkwakwani jijini Tanga.

Aidha,mahundi,''aliomba ushirikiano baina yake na wachezaji ili kudumisha nidhamu,uadilifu ndani na na nje ya uwanja''.

Mahundi,''alianza kazi jana na kuangalia wachezaji atakao wafaa ili kwenda nao Tanga na kuleta ushindani mkubwa na kuweza kuleta heshima chuo (Tumaini Iringa)''.

Wakati huohuo,mlezi wa wanafunzi,mchungaji Oswald Ndelwa,aliwaomba wachezaji kumpa ushirikiano wa kutosha kocha (Mahundi),ili kukiletea heshima chuo chetu.

Kwa upande wake nahodha timu hiyo,George Kanji,aliwataka wachezaji wenzake kuleta mwamko baina yao.

Sanjari na kusema hivyo,ili soka la Tumaini,liendelee kuwepo na kukuwa hapana budi kuwepo kwa nidhamu,uadilifu na heshima baina yetu.

Programu ya mwalimu ni mpango ni muda mfupi wenye lengo la kuwajenga wachezaji kisaikolojia kwenye soka la ushindani,pia ani fursa ya kuona vipaji vipya vya wachezaji chipukizi na kutumia nafasi hiyo kuendeleza soka kwa faida ya badae.

IMTU student march to Education ministry

Students of International Medical and Technological University yesterday marched to the Education and Vocational Training Ministry to air their grievances over fee payment terms.
The students want the government to state the agreement reached in resolving their crisis including quoting and charging University fees in Tanzanian shillings and not in dollars.
IMTU Students Organization (IMTUSO) President Yared Birage Chacha said they want the government to give a statement on its stance for them to know the conditions agreed upon with the university administration.
“Nothing has changed so far …about 600 students remain suspended from college for the third month and the fees are still being charged in dollars,” he said.
He said that they are still required to pay a medical fee of 100 USD per student while they have health insurance cards which they use for medical services.
“The claims that IMTU has resolved students crisis is not true,” said Chacha
He said the university was using informal means to communicate with parents and guardians regarding the students who were not at the university.
Chacha said that they have presented their demand to the Minister of Education but had not received any response.
Last week, IMTU Vice Chancellor Prof Joseph Shija said a special meeting between the university council and government officials under the chairmanship of Dr Kawambwa met on October 31 to resolve students’ crisis.
He said three main issues were agreed upon as a basis for the resolution of the crisis.
It was agreed that all students not directly involved in the boycott should be invited to rejoin the university and register in accordance with the university council’s directives.
He said those summoned for a disciplinary process would be given another chance for hearing sessions by a disciplinary body.
He urged the students to report to the university and continue registering and sit for examinations as per the amended almanac. Others who have been given a deadline until November 9 will be directed to the office of the Deputy Vice Chancellor administration or dean of students for further advice.
Regarding the students already registered and at the campus since the new academic year, which started on October 3, he said the council had approved the formation of an interim students’ organisation of seven members elected by an emergency general assembly held at the campus on October 26 to represent the interests of over 400 registered students.
On fees, he said it was agreed that the Vignan Educational Foundation (VEF) board of trustees, who are owners of the university, would reconsider the modalities of admitting Tanzanian and foreign students and their respective fee structure.
The move is meant to establish a pattern that will be more favourable to Tanzanian students on fee payment in relation to that paid by foreign students in the next academic year.
“We have a local representative of the VEF who participated fully in our meetings. He will present the issue before top management meetings in India,” he stated.
However the VC said it was very expensive to run a university whose major source of income was fees.
“We have a lot of activities such as paying salaries, buying modern equipment, medical services and meeting students’ costs when attending clinical classes. All these need more money as prices have gone up,” he noted.
Clinical classes are conducted at Mirembe Hospital in Dodoma, Muhimbili Orthopaedic Institute (MOI) Muhimbili National Hospital, Ocean Road Cancer Institute, Temeke, Amana and Ilala hospitals - all located in Dar es Salaam.
On the issue of options of transfer for students wishing to join other institutions, it was agreed that the TCU assist the process and the IMTU administration facilitate the provision of academic and other relevant information.
Prof Shija urged all returning students and those already at the campus to live and work in harmony.
There are currently over 400 students who have re-registered and continuing with their studies at the university, while over 50 others at still suspended.

POLICE ARREST CHADEMA TOP BRASS

Police in Arusha Region yesterday arrested Chadema top leaders including Dr Wilbroad Slaa, the party’s secretary general and Singida East MP Tundu Lissu, members and supporters for unlawful assembly and demonstration.
Some of them were later released on bail after appearing before the Arusha Resident Magistrate’s Court.
Before the arrests, the police dispersed Chadema supporters who had spent the night at NMC grounds singing and dancing the entire night, demanding the release of remanded Arusha Urban lawmaker Godbless Lema.
Explosions of tear gas rocked Arusha city’s Unga Limited at around 3.30am, lasting for almost one hour as police using live ammunition, battled to disperse the crowd.
Confirming the incident Acting Arusha Police Commander Akili Mpwapwa said 20 people were arrested including Chadema secretary general Dr Wilbroad Slaa, and Singida East MP Tundu Lissu.
“They have been arrested because they have assembled and demonstrated unlawfully,”

Germany government denote Tanzania 60 mil Euro

The 60 mil Euro have denoted by The German government to support the development projects to Public Private Partnership (PPPs) in Tanzania.

The word was spoken by the German ambassador in country Mrs Gisela Habel when launching the Partnership Landscape Analysis report done by German International Development Agency or Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Dar es Salaam yesterday.

Gisela said that the German government works hand to hand with Tanzania to provide international corporation service for sustainable development of Tanzania country.

Early on July 2010 the GIZ conducted the Partnership Landscape Analysis on behalf of the German Ministry for Economic Corporation and Development (BMZ) with the aim of providing an overview of the policy and the regulatory frame work for the partnership involving the private sector in Tanzania.

“The study also looks at the potential for strengthening development partnership with an assessment of possible entry points and useful experiences as well as opportunities and challenges of such partnerships” said the ambassador.

Remarking on the launching of the report, the GIZ Country Director Dr. Axel Doerken said that the report aims at exploring the enabling environment for partnerships between different stakeholders in Tanzania by providing an overview of the policy and regulatory frame work for partnership involving the private sector in Tanzania.       
  
The GIZ Country Director added that the most important among them is the Development Bank (KFW) which provides the so called financial cooperation.

He added that Besides the German government, GIZ receive also commissions by other clients, international organization (EU, World Bank), international NGOs (Bill MELINDA Gates Foundation) or directly by partner countries.

Dr. Doerken said that the priority areas of German Development Corporation in the bilateral support to Tanzania include health and HIV/AIDS, water, local governance, corporation with East African Community (EAC) in Arusha to support the East African integration process, and supporting the humanitarian refugees’ operations in UNHCR/BMZ Partnership program in Kigoma and Rukwa regions.

Commenting on water program he said GIZ has based on institutional and legal reform, regulation of water supply and sanitation authorities (EWURA), pro poor water supply in urban areas, capacity development (WMDI) and climate change, and water resources management.

Giving final remarks and closing the function, The Director, Private Sector Development, Investment and Empowerment Division, Prime Minister’s office Madam Juliana Lema said that the private sector participation can make contribution to development in various ways through core business activities as well as investment activities hence appreciate the GIZ report.

Madam Lema added that as acknowledge in the report, Tanzania is not exceptional. The government approved the Public Private Partnerships Policy in November, 2009 where by the PPPs lays out the required legal, regulatory and institutional framework for effective implementation of PPPs.

“It is on these grounds that I concur with the recommendations of the study that we need capacity building to put in place systems for PPPs as well as imparting necessary skills. Also the need for change of mindset across all sectors, awareness building and enhancing PPPs opportunities in various sectors are also important. The study has also pointed many useful recommendations in the process of developing PPSs in the health and water sector” said Madam Lema.

David Cameron quote J.K.Nyerere statement, "who controls money also controls politics."

When Mwalimu Nyerere addressed attendants at the President’s Forum in Claremonton California in early 1999 he said: “Unless this (economic liberation) is done, our political independence will always be in danger – who controls money, they say, also controls politics.”

The remarks made by UK Prime Minister David Cameron last week that all recipients of aid from Britain should respect gay rights prove that what Mwalimu Nyerere was right- he who controls money controls politics.

In Tanzania homosexuality is a criminal offence according to Article 9 section 1 and 3 of the Constitution. Ironically, the law was inherited from the country’s former colony master, Britain, which today asks Tanzania to remove the same law.

Nevertheless, earlier this year, the country, through the Tanzania Film Censorship Board under the Ministry of Information, Youth, Culture and Sports, HYPERLINK "http://allafrica.com/stories/201104290191.html" barred 'Mtoto wa Mama' film amongst other five local films from public showing, explaining that the films were promoting homosexuality, which is a criminal offence in Tanzania.

Premier Cameron’s remarks attracted furious reaction from various individuals, including religious leaders, academicians and government officials from aid recipient countries. Here are just some:

The statement made by British Prime Minister Cameron reveals either his naivete or outright unfitness for the position he holds. It was blatantly arrogant, offensive and inflammatory.

This can only be counterproductive politically, in terms of damaging the Commonwealth and diplomatically in terms of souring relations with African and other non-western countries. Nevertheless it is a timely and unfortunately badly needed rude wake-up call for all African leaders who have adopted begging as part of the regular diplomatic agenda.

Even resource rich countries such as Tanzania spend lots of time and energy honing and fine-tuning their begging skills instead of fortifying and sharpening their negotiation skills. I hope that lesson will not be lost on all of us; for it proves, once again, the old adage - he who pays the piper calls the tune! Aid is AIDS. Wake up Africa, you are being ....!!
